Dr. Carl Berkowitz has held various managerial and administrative positions in the transportation industry, in the government, private and academic sectors.  Dr. Berkowitz has extensive multi-modal experience in transportation planning, design, engineering, safety, construction, maintenance, operations and management.

 

Dr. Berkowitz has written and edited numerous reports, studies, articles and columns for major publications, journals, newspapers and scholarly periodicals. He is a Professional Engineer in New York and New Jersey, and a member of the American Institute of Certified Planners, American Planning Association, American Society of Civil Engineers, Association of Pedestrian and Bicycle Professionals, Institute of Transportation Engineers (Vice Chair for Technology, Transportation Expert Witness Council) and The Charter Institute of Logistics and Transport (UK).  He is also active on numerous national and international technical and professional committees.

 

Dr. Berkowitz holds a Bachelor’s Degree in Civil Engineering and a Master’s Degree in Business Administration from The City College of New York and a Master’s Degree in Transportation Planning and a Ph.D. in Transportation Planning and Engineering from Polytechnic University (NYU-Poly).

General Transportation Background

Responsible for directing special projects focusing on corridor analyses, transportation feasibility studies, and environmental impact assessment. Planned and managed major capital construction projects. Lead project teams that pioneered the development of new transportation technologies and systems.

Managed and organized bureaus, divisions, units, project teams and task forces, as well as a private practice with full profit and loss responsibility.  Developed and implemented both short- and long-range strategic and business plans.  Formulated and implemented operating and capital budgets, policies, procedures, systems and controls.   Reviewed and streamlined agency operations to improve overall productivity and efficiency.  Directed up to 800 managerial, professional, and technical and support personnel; and recruited, hired and trained all levels of professional staff.  Cultivated and maintained an excellent rapport with clients and associates.

 

Planned and conducted major presentations, proposals, speeches and lectures to small and large audiences consisting of members from government, academia, business and the general public.  Chair for numerous task forces, committees, executive meetings and public hearings.

 

Represented top government officials and acted as media spokesperson, conducting numerous interviews on live national television and radio, as well as with print journalists.  Had prime responsibility for media relations activities including the review of press releases and other information dissemination vehicles.  Wrote and edited numerous reports, studies and columns for major publications, journals, newspapers and scholarly periodicals. Interfaced and coordinated projects with federal, state and local legislators, agencies and commissions.

 

Served as a technical advisor to companies and organizations that are interested in privatizing, improved asset management and resource utilization, and adapting to the practices of a free market economy.  Helped companies identify new business opportunities and joint ventures, through market research, comprehensive interviews, analysis and forecasting.   Prepared and negotiated on behalf of client’s memorandums of understanding, contracts and agreements.

 

For professional and business purposes have traveled extensively throughout Europe, Former Soviet Union, Middle East, Central America, South America, Caribbean and the Far East, in order to acquire a better understanding of their customs, cultural nuances, business and academic practices.

Formerly Distinguished Professor of Transportation and Director of the Center for Intermodal Transportation Safety and Security at Florida Atlantic University and Deputy Director of the Florida State University Consortium for Intermodal Transportation Safety and Security (2005-2006).  Prior to joining Florida Atlantic University, Dr. Berkowitz was Professor of Transportation and Aviation at Dowling College's National Aviation and Transportation Center (1995-2005).
